1. Objective

 IRSI aims to contribute to the realization of safe, secure, and enjoyable Japanese-style IRs by holding seminars, building a database of useful information, and creating customized programs for compliance, security, and investigations for clients. Security is the most important factor in IR operations for all who are involved in this business in Japan.

2. Background

 On December 15, 2016, the Law Concerning the Promotion of the Development of Specified Complex Tourist Attraction Areas (“IR Promotion Law”) was enacted by the House of Representatives, and on April 28, 2022, the area development plans of two prospective business operators in Osaka and Nagasaki prefectures were finalized. The first year of the IR era in Japan has finally begun!

 At the same time, the executive branch, operating companies, and IR-related companies have no experience with IR security in Japan.

 In order for IRs to develop and take root successfully in Japan, anti-social forces such as organized crime groups, international criminal organizations, terrorist organizations, and cyber criminals must be completely excluded from any and all activities, and prevented from infiltrating IRs and related businesses and profiting and/or gaining control. IRSI’s mission is to prevent and eliminate any involvement or infiltration by such groups and individuals, whether by legitimate or illegitimate means.

   IRSI was established by a seasoned team from Japan and the U.S. that has the knowledge and experience to develop strategies necessary to establish a smoothly operated IR that is secure and an enjoyable place for guests.

3. Business Area

  • Raising awareness about the importance of IR security through a variety of media platforms
  • Development of methods and tools related to IR security (for example, IR compliance programs), research and development and international research projects
  • Overseas trend surveys, case study research and study projects on IR security
  • IR security-related workshops, support for setting up working groups, workshops, and projects customized for client needs
  • Guidance on creating and implementing policies on investigations, audits and inspections related to IR security
  • IR-related information exchange and information provision services with law enforcement and regulatory authorities in other countries
