Chief Executive Officer James Carl Stern
Retired as the FBI Headquarters Chief of the Asian and African Criminal Enterprise Unit, Organized Crime Section. Mr. Stern also served as the FBI Attaché in Hong Kong, with FBI liaison and investigative responsibilities which included Japan, Macau, People’s Republic of China, India, Sri Lanka, and Nepal.
As an FBI Supervisory Special Agent in Honolulu, Hawaii Mr. Stern directed and supervised FBI Asian Organized Crime Operation “Tropical Storm” which resulted in the first ever arrest and conviction in U.S law enforcement history of a Boryokudan (Yakuza) Boss and his criminal associates and accomplices.
Mr. Stern is recognized by the FBI as an expert witness regarding Asian Organized Crime. Mr. Stern has also testified before the U.S. Congress and the U.S. Senate Judiciary Committee. Mr. Stern was also one of the lead FBI Agents and polygraph interrogators assigned to the September 11, 2001, terrorist attacks.
During his tenure with Wynn Resorts, Mr. Stern was responsible for oversight of global security operations, including assisting with respect to regulatory compliance issues and managing all aspects of domestic and international security operations. As a member of the Wynn Resorts Corporate Compliance Committee, he was responsible for overseeing the due diligence of Gaming Promoters at the Wynn Macau properties.
President Shinichi Moriyama
Mr. Moriyama began his law enforcement career in 1980 when he joined the Tottori Prefecture Police Department. Through his impeccable record and dedication, he was promoted through the police ranks, in the National Police Agency (NPA), Ministry of Foreign Affairs (Middle East Office), and Japan Embassy in Syria. After returning to Japan in 2002, Mr. Moriyama was assigned to the International Terrorism Section and countermeasures against Organized Crime and Boryokudan Section of the NPA, where he was responsible for collecting criminal intelligence and coordinating with national and international law enforcement and intelligence agencies, including the FBI.
In 2016, Mr. Moriyama retired from law enforcement as the Chief of Tottori Police. He maintains professional contacts and associations with the National Police Agency of Japan, Ministry of Foreign Affairs, and many prefectural police departments. He is also a special lecturer at Tottori University and instructs crime prevention and imminent risk and crisis management theory. In addition, he is also the Deputy Chairman of the Tottori Election Commission and the Managing Director of the Tottori Crime Victim Support Center.

Doreen Jackson’s skills are in bilingual communications and bicultural bridge-building, having grown up in both the United States and Japan. She is a conference interpreter in Japanese and English, as well a translator. Her prior experience includes ten years in Washington, D.C., working as an official interpreter at trade negotiations, multilateral summits such as the G7/G8, and U.S.-Japan summits. More recently she has been based in the Seattle area, where she interpreted executive briefings conducted by Microsoft and Amazon for Japanese clients.

After completing graduate school in the U.S., Hirai joined the Head Office of Bank of Boston, where he completed the Treasury specialist program, worked at the London and the Tokyo branch. He then served as a foreign government representative and embassy official in Tokyo.
Later, he worked as director of an IT company and also chairman of the board of a non-profit organization.
